Black Hills Energy took advantage of low spring and summer gas prices and stored it for this winter. Electricity rates appear to be going up. Lincoln Electric System has a request pending with the City Council for a 2.5% rate increase. A vote on the L-E-S proposal is scheduled for December 3rd. The Nebraska Public Power District board has voted to raise rates an average of 3.75% beginning Jan. 1st. That's about $5.50 a month more.
