Lincoln City Council member Adam Hornung has withdrawn his proposal to have watering restriction violations reduced from a misdemeanor to an infraction. Hornung pointed out that some people have already been convicted or consented to being guilty, so to change the ordinance now wouldn't be fair to those people. Hornung's advice to anyone ticketed for illegal watering is to plead guilty, then apply for a mayoral pardon. The mayor's office is working on a comprehensive plan for next spring.
