NU President J.B. Milliken is apologizing to Governor Heineman for the way funding is taking shape for a $370 million cancer research center in Omaha. The governor is insisting he supported committing $50 million in state money for the project with the understanding that that no local tax dollars would be used. The governor was surprise to learn the Omaha City Council is considering an occupation tax on cigarettes to raise $35 million.
